Ensure the Health and safety of residential rental properties through the interpretationEnsure the Health and safety of residential rental properties through the interpretation and enforcement of the Minimum Property Standards By-law, the Property maintenance By-law and Building Code Act section 15, the Zoning By-law, planning act, and other applicable municipal by-laws. Investigate complaints, issue Orders, Penalty Notices, and initiate prosecution for contraventions and non-compliance. Determine issues related to Property Standards that invoke the Ontario Building Code requirements and lead in the investigation and prosecution of these matters.
Requires a two-year college diploma as a Civil Engineering Technician, Architectural Technician or Technologist, or equivalent qualification in a recognized construction trade and have a combination of three years previous and on-the-job experience in Ontario Provincial Offences Act Enforcements and Prosecution. Requires certification with the Municipal Law Enforcement Officers Association of Ontario. Requires Certification with Ontario Association of Property Standards Officers or have the ability to obtain. Requires an individual who has a valid driver’s licence and will provide a vehicle to fulfil the duties of the position as required. Must have intermediate level of work processing and municipal property database applications. Must possess good interpersonal skills and the ability to communicate effectively either verbally or in written form. Must be capable of performing the physical, mental, and visual demands of the position’s work tasks including regularly, crouching and kneeling, lifting and moving up to 40lbs, standing or sitting for extended periods, traversing uneven or difficult terrain, climbing, and working on ladders. Must be able to work independently and have the ability to deal effectively with conflicting deadlines/demands and cyclical workloads. Must be able to perform in highly stressful environments. Must be capable of maintaining personal decorum and de-escalating third party hostility. Successful candidates will be required to provide a current criminal reference check with vulnerable sector check.

AREA OF RESPONSIBILITY:
Supervisor, By-Law Enforcement, enforce municipal by-laws and provincial legislation pertaining to the minimum maintenance standards of properties, which require repairs, or general upkeep of the building exterior, interior and yards. Ensure occupancy standards including zoning regulations are maintained within residential, commercial, and industrial units and their surrounding yards. Conduct investigations, collect and document evidence, issue orders, notices, inspection reports, attend property standards appeals, testify in court, and participate in community outreach and public relations activities. Respond to community concerns through education and enforcement initiatives. Maintain a positive, tactful demeanour in confrontational situations with the public, making on-the-spot decisions.
Provide direction and guidance to City contractors and summer weed inspectors.
· Respond to complaints and investigate matters surrounding residential, commercial and industrial building maintenance and the privately owned lands which surround them.
· Proactively identify safety hazards on/in buildings and yards on private property.
· Conduct investigations and enter into private dwellings and units to inspect for property standards violations.
· Provide enforcement of vital services in dwelling units; including heat, hydro, water, hot water, gas and steam.
· Coordinate the Marijuana Grow-Operation Protocol with various governing bodies, agencies and internal departments; including various municipal, provincial, and federal police services, Peel Public Health, Brampton Fire & Emergency Service and the Building Division.
· Issue property standards orders and ensure required remediation is performed and completed.
· Proactively identify zoning offences including illegal dwelling units (basement apartments).
· Ascertain legal status of accessory dwelling units and provide legal non-conforming status where appropriate: lodging houses, group homes, accessory structure setbacks and sizes, driveway widening, illegal business use, trailer and equipment storage and outside storage.
· Direct City contractors regarding self-help projects; cutting of excessive growth or removal of refuse from required areas. Inspect contractor work when completed.
· Provide guidance, training and direction to summer weed inspectors.
· Conduct required annual property standards inspections of group homes and lodging houses.
· Conduct investigation into municipal by-law infractions regarding refuse and debris, anti-fortification, grass and weeds, boulevard maintenance, municipal numbering and pool fence inspections.
· Issue Property Standards Inspection Reports, Notices of Non-compliance, Orders to Comply and Property Standards Orders.
· Generate prosecution requests and provide court briefs.
· Regularly follow up and testify in Provincial Offences Court for prosecutions.
· Attend Ontario Landlord Tenant Board hearings in landlord/tenant disputes when summoned.
· Attend and provide evidence at Property Standards Committee appeals.
· Liaise regularly with internal and external contacts; including Building Services, Fire & Emergency Services, Works, Parks, Peel Public Health, Peel Regional Police, contractors, homeowners, agents and lawyers.
· Provide information and educate the public on by-law matters in person, over the telephone, through correspondence and through Enforcement public awareness initiatives.
· Cause all administration fees and contractor fees related to self-help projects are added to property taxes for collection.
· Perform other similar and related duties as assigned.

By-Law Enforcement Officer, Property Standards
Responsible for: Responsible for enforcing City of Vaughan By-Laws and other regulations including identifying, investigating, and reporting any alleged offences and monitoring compliance with such by-laws in accordance with applicable legislation. • Carries out all of the legislated and legal requirements of a Provincial Offences Officer, Municipal Law Enforcement Officer, and a Property Standards Officer including the interpretation and application of a broad range of City of Vaughan By-laws and Provincial Statues, in a manner that ensures the integrity of law enforcement activities to be independent, neutral, and impartial. • Conducts proactive and reactive inspections and investigations with an emphasis on property standards/zoning, including all related administrative duties, of all properties, including responding to inquiries from the public and/or other agencies, in accordance with organizational standards and legislative requirements to ensure compliance with all City of Vaughan By-Laws and Provincial Statues. • Employs appropriate investigative techniques guided by standard operating procedures to gather and analyze evidence and develop and implement investigative plans, including conducting interviews of complainants, offenders, witnesses and others having relevant information, conducting surveillance, and seizing, collecting, documenting and properly storing all evidence. • Initiates and conducts joint inspections and/or investigations with internal and external agencies, other municipalities, and provincial and/or federal governmental organizations. • Maintains City records in the appropriate data management systems and Officer Notebooks with the required confidentiality related to the investigation process. Qualifications and experience: • Two (2) year Community Police College Certificate in Law Enforcement/Investigative Services, or equivalent. • Successful completion of levels 1, 2 or 3 of the Certification Training program from the Ontario Association of Property Standards Officers and willingness and ability to obtain (CPSO) certification within 3 years. • Minimum four (4) years related experience in a Municipal Enforcement environment. • Valid non-probationary Ontario Class ‘G’ driver’s license, in good standing. • Ability to obtain and maintain environmental noise certification. • Ability to become a member in good standing of the MLEOA. • Good organizational and report writing skills, accompanied with computer literacy. Strong problem-solving and conflict resolution skills. • Ability to work independently as well as within a team environment. • Sound judgment and service excellence in dealing with the public and ability to deal effectively and courteously with the public and staff. • Ability to develop and maintain working relationships with co-workers, agencies and organizations. • Knowledge of, and demonstrated ability in, the City’s core competencies and relevant functional competencies. • Knowledge or understanding of the maintenance and operation of building components such as building envelope, mechanical, plumbing and electrical systems would be an asset. • Ability to manage a workload responsibly and ensure by-law investigations and follow-ups are executed in accordance with advertised service delivery standards.
