OAPSO's Multi-Stage Training Course

The OAPSO Certification Training Program consists of three one-week courses:
 

  • Part One (Basic)

  • Part Two (Intermediate)

  • Part Three (Advanced)

    • which are offered annually at the Annual Training Session and Conference OR at a dedicated training session, specific to one of the three parts, organized by a Host Municipality through the Association.​

Each Course

Consists of:

  • three classroom components

  • an investigation component

  • a legal component

  • construction component

 

​It is recommended that the courses are taken in order (Part 1, Part 2, Part 3)

Examination

at the end of each part:

Each student is required to write an exam at the end of each Part:

  • Each component (investigation, legal, construction) is worth 30%, with the final 10% assigned based on the practical sub-component.

  • In order to achieve a passing grade:

    • A student must obtain a minimum mark of 50% in each of the components

    • A student must obtain a minimum final overall mark of 70%.

Part One - In Person

Introduction to Property Standards and the Ontario Building Code Act.

This course provides the foundations of conducting an investigation, issuing orders to comply, understanding a Property Standards Officers authority and the introduction of basic building construction components. 

Participants have the opportunity to engage in a mock property standards appeal session using real case scenarios. This allows them to understand the process of property standards hearings and the factors that are considered in making a decision on property standards violations. Participants will be able to take on different roles such as the property owner, the complainant, and the hearing officer, allowing them to see the issue from different perspectives.

Part Two - In Person

Intermediate - Exploring Advanced Strategies & Techniques

The Part Two (intermediate) course builds on the concepts learned throughout the Part One training program. In Part Two participants will review legal, investigation and construction concepts covered in Part One, but will also delve deeper into these topics and explore advanced strategies and techniques.

Participants will delve into more complex legal concepts and case studies, learn how to gather evidence, interview witnesses, and conduct field inspections to ensure property standards by-laws.

Participants will prepare an emergency order in case of a sudden and unforeseen event that requires immediate action to protect the safety and well-being of the community or organization.

Advanced Municipal Practices  

The Part Three (advanced Course) reviews concepts from Parts One and Two while introducing advanced municipal practices. 
 

Throughout the course, there will be opportunities for hands-on learning, while drafting a search warrant and interactive discussions. You will have the chance to collaborate with fellow participants and share your own experiences and insights.

By the end of Part Three, participants will have gained a solid understanding of advanced municipal practices and be equipped with the knowledge and skills needed to tackle complex investigations.
